3 Hour Roadway Safety Driving Education Program Information
Individuals holding an out-of-country license may be able to exchange an out-of-country license for a Maryland license.
As of October 1, 2025, individuals with out-of-country licenses must complete the 3 Hour Roadway Safety Driving Education Program as part of the process to obtain a Maryland license.
The 3 Hour Roadway Safety Driving Education Program course is intended to orient the out-of-country driver with general rules of the road, impaired driving conditions, and other information to better empower safety while operating on Maryland roadways.
This course is only available to students 18 years of age or older.
Final exams are administered in-person at a Drive on Time Driving School location.
3 Hour Roadway Safety Driving Education Program completions are submitted electronically to the MVA using the student’s Maryland Identification Number.
Drive on Time Driving School staff can apply for a Maryland Identification Number for students who do not already possess a Maryland Identification Number. Students must provide the following information:
- Proof of Age and Identity Document with photo. Examples include:
- Out of country license
- International Driver’s License
- Foreign Passport, or
- Another qualifying document which includes a photo of the participant
- Full Name
- Address
- Date of birth
The approval process for a Maryland Identification Number is not immediate, so individuals who need Drive on Time Driving School staff to assist with this process should call the office to get the process started before starting the 3 Hour Roadway Safety Driving Education Program Internet course.
3 Hour Roadway Safety Driving Education Program Course Procedures
1. Apply for Maryland Identification Number with the MVA or Drive on Time Driving School staff can assist you with this requirement.
2. Complete the online course.

3. Once you have completed the online course, print or take a screen shot of the following pages:
1. Page showing all modules have been successfully completed.
2. Page showing the course completion certificate.
4. Schedule the In-Person Final Exam (See locations and testing times below.)
5. Bring the following to your final exam appointment:
1. Printed internet course completion documents from Step #3 (or screen shots).
2. One of the following: foreign passport; out-of-country driver’s license; international driver's license; or another qualifying document which includes a photo of the participant.
3. Program fee of $100 (Payment is not due until you pass the final exam).
6. You must achieve a score of 80% or higher to pass the final exam. If you do not pass the final exam, you must wait 24 hours before retaking the final exam.
7. 3 Hour Roadway Safety Driving Education Program course completions are submitted to the MVA electronically using the Maryland Identification Number. Electronic submissions will be made within 24 hours of course completion, if the student has a Maryland Identification Number. Students without Maryland Identification Numbers will be submitted within 24 hours of Drive on Time Driving School receiving the Maryland Identification Number.
